Energicity Liberia Corporation gets Large Composite Micro Utility License to operate Gbarpolu County



The Liberia Electricity Regulatory Commission (LERC) has issued a Large Composite Micro Utility License to Energicity Liberia Corporation to Generate and Distribute Electricity in Gbarpolu County.

Dr. Lawrence D. Sekajipo, Chairman of the Board of Commissioners (BoC) speaking at the licensing ceremony on 17 July at a local hotel in Monrovia cautioned the management of Energicity Liberia to adhere to the license terms and conditions. “It is the most important aspect of the licensing because this is what the Commission will use to hold Energicity Liberia accountable,” Dr. Sekajipo pinpointed.

He explained that the Commission was acting in accordance with the 2015 Electricity Law of Liberia (ELL) which grants it authority to issue licenses to operators in Liberia.

The Acting Managing Director Abu Dekontee Sanso said the licensing of Energicity Liberia is a “testimony of LERC abilities to not only attract private sector investment in the electricity sector by the creation of an enabling regulatory environment but also to fulfill the government of Liberia goal of access to reliable and safe electricity to its citizens and residents nationwide”.

Ms. Neema Kezilahabi, Regional Director of Construction for Energicity responding, revealed that the license will enable over 1MW of initial solar development and approximately $4 Million in investment.

She informed the Commission that Energicity Liberia has already started building and is planning to commission the first projects this year and complete all 10 sites in the first half of 2026.

Ms. Kezilahabi explained that the project when completed 40,000 Liberians will get grid-scale electricity for the first time in Gbarpolu County. “With Electricity, families, businesses, and communities will have access to new opportunities such as lighting up schools so that children can learn after dark, powering healthcare facilities, internet access and creating job opportunities for the communities, enhancing food security among others.

The license will enable Energicity Liberia to add 10 sites in Gbarpolu ranging in size from 26.88 kW in Totokolle to 750 kW for Bopolu City.  Initial communities to benefit from the solar electrification are Bopolu City, Totoquolle, Henry Town, Farwanta, Gbana, Zuo, Yagaryah, Takpoima, Smith Camp and Wesua.

Energicity Liberia is an active mini grid developer and operator with 71 mini-grids in operation across Sierra Leone and Benin. With the issuance of a Large Composite Micro Utility License by LERC, Energicity Liberia will now be the third operating subsidiary of Energicity Corporation also known as Starlight Energy.

The ceremony was graced by members of the Board of Commissioners from the LERC, local government officials, the office of Representative Zinnah Norman District One Representative Gbarpolu County, Liberia Electricity Corporation and among others.
