Augustus V. Goanue, Managing Director



Augustus V. Goanue is an Electrical Engineer and energy expert, who has been involved with energy sector reforms of the Government of Liberia and the Economic Community of West African States (ECOWAS) since 2005.

He was very instrumental in establishing Liberia Rural and Renewable Energy Agency (RREA), an institution he served as the Executive Director about a decade. Prior to joining the RREA, Mr. Goanue served as Executive Director of the Center for Sustainable Energy Technology (CSET) for five years.

Mr. Goanue has extensive experience in energy policy, regulation, project planning and management, including decentralized mini-grids and off-grid technologies. Mr. Goanue has provided advisory services for both Governmental and international development organizations in energy policy, regulation, market analysis, investment planning, including project management support.

Mr. Goanue served as team leader for drafting Liberia’s Renewable Energy and Energy Efficiency Policy and Action Plan, participated in the formulation of the 2007 National Energy Sector White Paper, the 2009 National Energy Policy, and the 2015 Electricity Law of Liberia.

Mr. Goanue was part of a team of regional experts that prepared the Economic Community of West African States (ECOWAS) White Paper for a Regional Policy on increasing access to energy services for peri-urban and rural areas in the ECOWAS sub-region.

Mr. Goanue holds a Bachelor of Science (B.Sc.) degree in Electrical Engineering and a Master of Science (M.Sc.) degree in Regional Science from the University of Liberia.
